I believe that's a stereotype. Through out elementary school, and some of Junior high I was some what of a bully, but I wasn't neither popular nor a "no body." Now, I've grown up and I don't really bully, unless I have to. I'd say I've gained more friends and some more status in high school.
I think it's because if it's a mean kid, the reason there popular is probably because those people
hang around that person want to avoid being bullied.

Get over it, they're pricks. Do something about it if it bothers you so much.
Kind of like what lonewolf said:
Kids that are bullied will probably have a lower self-esteem and may be more likely to lower their head and stick to themselves during school in order to not bring attention to themselves.
Disconnecting yourself from the group lessens the probability that someone in that group will pick on you.
I'd know, that's how I survived high school. ^_^
