All Hover Kart Items Now Have No Level Lock

The reason is, I've come to terms that we will never make the change to individually recognize both Hover Kart Battle and Hover Kart Racing levels for the items - so - it would be unfair to force Hover Kart Racing fans to play Battle to level up for items.
