They changed this because people would "abuse" the recruit system by giving their friends xp and them not actually leveling. In the past, it took only 25 days for an account to grow from level 1 to level 10 without playing a single game, if you gave 50 xp every day. The Crew has said that they didn't like all of the recruits taking up unnecessary space on their server if they weren't ever going to play any games on the site. Now that you can only give 5 xp per day (it's been like this for months, it just has still said 50 until now), the incentive is much greater for you to recruit people and actually get them to play games to level up to level 10. And hopefully by the time they reach level 10, they'll enjoy the site enough that they'll continue to play. It's a win-win situation for the recruiter, the recruit, and the site itself.
Sure, this makes getting star through recruits tougher, but it's also more rewarding. Think about it this way. Let's say you told 10 of your friends to sign up just so you could level them to level 10. Have you really gotten anything out of it besides the STAR? Not really. Now let's say you recruit 10 friends, and encourage them to play until they reach level 10. I'm sure that some of them will enjoy the site, and stay to play even past level 10, and you've been rewarded with new friends to play with on the site as well.
